All prior changes have been implemented correctly. Suggested NEW changes follow, in order of appearance.

Page 3, paragraph 4:  

   -Replace:

The RSM is a significant improvement over the current regional-scale water-management model (SFWMM) used by the SFWMD.
   -With:

The RSM is a significant improvement over the regional-scale water-management model (SFWMM) currently used by the SFWMD.

Page 4, paragraph 1:   Delete "currently used" (repetitious).

Page 4, paragraph 2:   I think it is better to number the goals:

   -Example:

(1) assess the scientific soundness of the model, (2) assess the conceptual framework of the model, (3) identify ...

Page 4, last paragraph: Replace "affect" with "effect" You "effect a solution" (get a solution) instead of "affect a solution" (change a solution)

Page 5, paragraph 1:   Replace "the panel attempted" with "the Panel has attempted" (Capitalization for "Panel", past participle is better here).

Page 12, , paragraph 1:   Replace "currently-used" with "currently used" (no hyphen). "Currently" is an adverb; hyphens are not used following adverbs.

Page 12, paragraph 2:   Replace "future research" with "research" (redundant).

Page 14, paragraph 2:   Replace "model documentation reports." with "model documentation." (redundant).

Page 19, section 6.2.1:   Replace "reasonably heuristic approximations" with "reasonable approximations" (the equations are either "heuristic" or "non-heuristic"; the term "reasonably heuristic" is hard to justify).

Page 21, paragraph 1:   Replace "clearly-stated" with "clearly stated" (no hyphen). See Page 12 comment.

Page 21, paragraph 4:   Replace "shallow-gradient topography" with "mild-gradient topography" (the gradient is not "shallow").

Page 22, last paragraph:   This paragraph is still not clear; the central argument is not supported by the last sentence.

   -Replace:

To accomodate both of these views, consideration should be given to including the option in the RSM of either specifying acceptable ranges of physical parameters or not constraining these parameters at all.
   -With:
To accomodate both of these views, a model could have the option of either specifying acceptable ranges of physical parameters or not constraining these parameters at all.

Page 25, paragraph 4:   Replace "well-documented" with "well documented" (well is an adverb).

Page 27, bullet 3:   Replace

"The current model and documentation needs further improvement"

with

"The current model and its documentation need further improvement"

or

"The current model and documentation need further improvement"

or

"Both the current model and documentation need further improvement"
